An engagement starts with what the client is trying to accomplish: a submittal date, an investment decision, a regulator who needs to be brought along. The licensing strategy is built backward from that, and the deliverables follow the strategy rather than the other way round.
Most licensing work fails in the gap between strategy and execution. A position gets decided, and then it never becomes something a regulator can act on. This practice closes that gap: shape the strategy around what the client needs to achieve, then produce the licensing deliverable that carries it — the environmental report, the quality program, the response package, the application chapter.
